Sep 25, 2012 12:49 PM in response to Kakooby RamosdaSilva,after some research, this worked!
1) Quit App Store in multi-tasking.
•From the Home screen, click the Home button twice.
•Tap and hold on the app.
•When it starts to jiggle, tap the red in the top corner to close it;
***Please close all open apps on your phone***
2) Tap Settings.
3) Tap Safari.
4) Tap Clear History.
5) Tap the Clear History button.
6) Tap Clear Cookies and Data.
7) Tap the Clear Cookies and Data button
Go to the appstore and the security question/answer will appear again but this time with no problem to do it.

Sep 25, 2012 2:43 PM in response to badgerchowby Henrik_K,What worked for me was going into iBooks and download a free book. I also had to create the three security questions, but in there, it worked.
From before I had cleared Safari cache/cookies, reset network settings, and update billing info in iCloud and AppleID.

Sep 26, 2012 9:43 AM in response to badgerchowby pandaz0904,Such a major issue and apple did not even bother testing before rolling out the security question update? I'm freaking disappointed. People have to spend time and effort to look for solutions themselves. I'm never getting any apple products again! Talk about user experience.

Sep 26, 2012 9:53 AM in response to RamosdaSilvaby CherBear12,Finally, a solution to the problem I've been dealing with for 3 days, ever since I upgraded my iPad to iOS6. I was ready to call it quits with Apple. Contacted their "support" team (and I use the term "support" loosely) and all I got was an email response saying that they were not responsible for technical support. Huh?? Anyway, this worked and I am now able to download apps again. What a relief!
