Is your phone signed into the same iCloud account (in Setting>iCloud) as your computer (in the iCloud control panel)? Is photo stream turned on in Settings>iCloud? Is your phone connected to wi-fi with the Camera app closed and have at least 20% battery life remaining? (All of these are required.)

Yes it is, the account is the same, photo stream is on settings>iCloud, battery is full...
Something must be wrong with iCloud Control Panel or iOS 6...

Sounds like the problem is on your phone. It's hard to say what would be causing this. Things you could try, if you haven't already:
- Reset your phone: hold the on/off and home buttons until you see the Apple logo, then release.
- Delete the iCloud account: Settings>iCloud>Delete Account (this will delete all synced data from your phone but not from iCloud; it will be synced back when you sign back in), then sign back into your iCloud account and turn syncing back On (if prompted, choose merge)
- Restore your phone: before doing this besure to import your photos to your computer (see http://support.apple.com/kb/HT4083), back up your phone and make sure you contacts are backed up separately (such by syncing them with iCloud) as these sometimes get lost when restoring or updating your phone.

Sorry, don't know what else to suggest. You might need to take this one to the genius bar at a nearby Apple store. Good luck though.

After several tries including iOS downgrade, deleting deactivating and activating Photo Share both on the iPhone and iCloud Control Panel, nothing worked I'm still unable to upload from pc to iPhone.
However I no longer reseted photo sharing at iCloud.com and after uninstall and re-install iCloud Control Panel creating fresh empty folders, photos stored in iCloud.com were automaticaly downloaded to my pc...so definitly the problem is on my iPhone...

I have the same problem myself...
Both my wife and I, have 3GS, on IOS 6. I'm trying to upload photos from my Windows 7 PC, with no luck. When the iPhones where on 5.1.1, the upload worked like a charm.
I tried the above solutions, except from the restore and nothing worked.
I think there is a bug somewhere... Definitely it's not a problem on the iPhones!
Anyone from Apple support with an answer?

Thank god, it's not my only my problem...(no disrespect)
You're absolutely right on iOS 5.1.1 upload from pc worked flawlessly...it's got be a bug on iOS 6, for sure.
I'll wait for a solution form Apple suport.

Same problem, guys. I've got iPhone 3GS, iOS 6, iCloud Panel 2.0 for Windows. I make a photo by 3GS, pretty fast in My Photo Stream in iPhone app. Then I can find this photo in My Photo Stream directory on Windows. This way from iPhone 3GS to Windows works perfect. BUT if I want to upload a photo from Windows (Uploads directory), there is a problem. A photo copies to My Photo Stream directory on Windows so sweet, but never comes to my 3GS. I tried everything, but it's not working.
There must be a bug from Apple.
When I used iOS 5.1.1 on 3GS and iCloud 1.1 on for Windows - everything (download and upload) worked like a charm.
Hope they repair it soon!

Same problem for me. Download sync works fine, upload, no go.
iPhone 4S, iOs6, Windows 7 64bit, iCloud 2.0

This work-around fixed it for me:
Click on the top level "Photo Stream" icon on the left side of the explorer window. Now right click on the "My Photo Stream" folder on the right side of the explorer window. Select "Add Photos".

That work-around is the same as the "uploads" folder...didn't do anything on my end...

Not sure if this will help, but just to clarify:
When I use drag & drop to add photos to the photostream folder on the PC, the image will appear in the folder, but it will not upload to the phone. However, by using the "Add Photos" option instead of drag and drop (or copy and paste), it works.
It still does not work by simply putting photos directly into the folder...even though it did before moving to iOs6.
Interesting that if I delete pictures from the PC Photostream folder, it deletes on the phone as well.
