Q: How do I switch stores

I've upgraded to iOS6 on my family's iPads, and iPhones.  I did so while we are out of the country, now iOS 6 tells me I can't access the local (Emirati) store and I need switch stores.  I'm registered in the US store and want to remain registered there.  I can enter my login information, but it still tells me it's not valid for the local story.  How do I change my store?  Why did the upgrade do this?  I've upgrade iOS's before and never had a problem.

iPad 2, iOS 6, Also iPhone (3GS/4/4S)

The iTunes Store in a country is intended only for use by that country's residents, and only while they are in the country. To use the iTunes Store in a country you need a credit card (or other card type if acceptable in a country) issued in that country, billed to an address in that country, and also be physically present in that country when using the store.  You are also restricted to waiting 90 days between country changes.

E.g., "The iTunes Service is available to you only in the United States, its territories, and possessions. You agree not to use or attempt to use the iTunes Service from outside these locations. Apple may use technologies to verify your compliance. - http://www.apple.com/legal/itunes/us/terms.html#SERVICE"

I'm still set up in the US and have a billing address in the US, I'm just traveling (when iOS can out) and will be for another 30 days.

According to the document, since you live in the US you can only use a US account and you can only use that account while in the USA.  If you want to use the store in another country you have to set up a billing address with credit card in that country and be present in that country when using that country's store.  You also won't be able to switch countries more than once every 90 days.

Ahhh, wonderful while wanting to be a global company apple will not allow me to use their technology as I travel the world.  I guess my decision on apple portable device replacements has been made for me.

No one I know who uses Samsung devices has these problems...
