I just got bit by this as well. Considering how unstable the app is, now it just cost me money in overages to Verizon. It downloaded 2 gigs of podcasts while the phone was "off" in my pocket.
I submitted a feedback request to Apple and am hoping Verizon is kind enough to credit me for the overage.

I had the same issue. Got a message from my provider saying I've reached 75% of my 5 gb data. I've never come close in the year I had my iPhone. I too assume its something to do with the podcast app even though I have updates over cellular set to off. I filled in the feedback form

Same issue here. The app burned though hunderds of MB in a very short period either from listening to apps I had already downloaded via WiFi, the app searching for updates, or continuing updates started while on WiFi.
An AT&T rep was kind enough to credit my bill for the overage!
All of this happened even though I had restricted downloads to WiFi, and had taken all available precautions. I deleted the podcast app (which has more than just this issue), and after restarting my phone the podcasts show up in the misic app like they used to! The only functionality I have lost with the iOS6 upgrade is that I can no longer download podcasts directly on my phone via the itunes store, but until the app has been fixed, I'm leaving it off my phone and update via iTunes from time to time.

I'm having the same issue. Turned everything off when I noticed it was downloading podcasts. Got an overage warning from ATT, then again, and again. App removed. Problem is now I cant sync video pod casts with the Movies app.

I've deleted the ap and gone back to using the Music ap...podcasts showed up after a couple of restarts for me.
I'm fine with using itunes to manage my podacsts like I always have.
hope Apple fix this ap before too long

I got nailed by this today. Used Podcast app for the first time since updating to IOS6. Was connected to WIFI. About 2 hours later I got a text message that my monthly data was 75% used up . . . 5 days into my monthly cycle. Discovered that the Podcast app had downloaded 84 podcasts within a little over an hour. Checked my useage statistics with my carier and there were huges spikes during the hour that I was listening to one podcast.

Same here. Very annoyed. iPhone 4's with iOS6. Ate my entire data plan by downloading Podcasts with Cellular turned off in the Store / Apps setting.

I had the same problem. New podcast app ate up all of my 2gb AT&T data plan. Even though i was connected to my home wifi. I have never used up my data plan. AT&T texted me saying that I went over my data limit. Hit me with a $10.00 fee. Very ******. They should have never released a app with such a big bug. Delete the app from my phone. Now I will see if AT&T will remove the fee because of a crappy app.

Similar story here - burned through a month of data in 5 days.
I tried a test yesterday: streaming a podcast that I hadn't downloaded before used 205MB of data to listen to a 18MB podcast. All "download podcasts over 3G" settings were off. So it looks like thre is a problem with streaming too.
Reported and awaiting confirmation.
