I was having the same issue. Just did a hard reset and turned my phone back on and it works now. Good luck.

hi Grizzly Adams,
thank you so much for your reply. That seems to have solved it for me too! I appreciate your help with this silly problem.

regrettably, today I must advise that the fix appears to be only temporary. After a reset my shortcuts worked perfectly for about a day, but now, alas, they are again not working. Apple, please, fix this problem!

I noticed this yesterday as well. Some of my shortcuts worked, and others did not. Just checked today and same thing. It seems to me that the shortcuts only work when they want to.
I hate updates! Always seems to slow the phone down and cause tons of issues.
Good luck to all.

Agreed. I thought I was so smart waiting 48 hours before updating. Perhaps it should have been 48 days.
You'd think someone, somewhere, would have a list of things to check BEFORE releasing the update. But I know a little bit of how developers work. I use a piece of proprietary software that was created by a friend of mine. Every time one of his users needs a fix or an update he sends the program to me to break. I'm the guinea pig.

Just saw this thread... I have not tried any of these methods but it is worth looking into. I will just wait for Apple to fix the issue.

This is what I did step by step and it worked like a charm... I had an iPhone 4 when I did this a few days ago. I have documents and data ON in iCloud...
1. write down or take screenshots of all existing shortcuts
2. delete all shortcuts
3. backup to iCloud (I think this clears all shortcuts you have stored in iCloud)
4. go back to settings-->general-->keyboard... You may notice one or a few generic shortcuts pop up on their own. The one that popped up for me was OMW (on my way)
5. re enter all of your shortcuts and phrases
6. when done, back up again to iCloud (stores your new shortcuts)
I restarted my phone. Shortcuts still worked. I just got a 4S and restored from the iCloud backup mentioned in step 6 and my shortcuts worked on my new phone.
Good Luck. I hope this helps everyone.

Ok, back to it.... I figured after the most recent update that this would have been fixed. Unfortunately, it was not. I do not use iCloud and I have tried to delete the shortcuts that I created and my phone will not delete them. ***?? I have tried to create new shortcuts and my phone will not even save them.
