I had identical problem. I got through to AT&T. Spent an hour with advanced tech and they could not solve it. They could not see me on network and my phone came up a "activation no processed. Asked me to wait 2 hours and retry. Still no phone.She said would refer to network engineers. Would get to it in 3-5 days. My 3gs has been deactivated, so I have no phone. Will try to call Apple tomorrow.

Per AT&T, there is a network issue with new iPhone 5 activation beginning today so there might be a delay of up to 48 hours in activating the cellular capabilities of the phone. Thank goodness I am not on call this weekend, or else they are going to hear from my lawyer.

Spent an hour on the phone with AT&T. All they did was blame Apple and tell me to go into an AT&T store and have the SIM replaced. What baloney. I got off the phone and did the following for 2 new iPhone5 units:
1. Turn new iPhone off then on again.
2. Go to Settings.
3. Go to General.
4. Go to Reset.
5. Select "Erase all Content and Settings".
6. Confirm "yes" to both confirmations that you want to do this action.
7. Allow the phone to erase completely, shutdown and re-start automatically.
8. After the full re-start, your iPhone5 will be back up and at the language screen, like out of the box.
9. Go through the activation steps as normal and prompted. (I went through an iCloud backup for prior iPhone).
10. Phone should have complete service after these steps.
Note: A few folks who have done this had to do a full wipe more than once. I had no problem with 2 new phones
first restore shot. Good luck!
P.S.-Don't listen to the babble AT&T is putting out. Two different managers gave completely different stories.

Thanks for these very simple instructions. I've had MANY past successful iPhone activations, but ran into issues with my new iPhone 5 today. Spent hours on the phone with Apple and AT&T. Told me just to wait, wait, wait, blah, blah, blah! I read these forums tonight for one last suggestion prior to just hoping something would magically happen overnight. Followed each step and it activated immediately! AT&T has no clue on this issue. Thanks for the help. Now if someone can figure out how to utilize the iPhone 5 with Ford Sync (2012 Expedition) text messaging feature, life would be even better. All the best...

Here's another "thank you," arch.
I was goofing around my iPhone 5 and activated it a few hours before I was able to tether it to my computer. When I finally did, it wouldn't make any calls. I would get a voice recording that said something like, "you are not allowed to call this number from your location" or something like that. I called AT&T and they told me their system was swamped, and this situation would resolve itself in 24-48 hours.
I followed your instructions once and now I'm able to call out!

Thank you so so much! I got same problem, call AT&T service, spent two hours with tech support, but they cannnot solve the problem. After followng your instructions, I'm able to make phone calls right away!

Thanks! Wife had same problem with new iphone 5 and this worked for her! Att said wait 24 hours and see if that fixes it as their support said there was heavy traffic on the network???? I didn't have the patience so tried this and it worked immediately. Thanks!!

I had the same problem with AT&T. Got the phone and tried to activate last night. Everything was working fine but no cellular connection. Called AT&T and got the same message from tech support, just wait until morning. Got up this morning and still wasn't working. I followed the steps above and it worked perfectly the first shot! thanks Arch this was incredibly helpful!!
