Delete those tracks from the library (but keep them in the cloud when prompted), and the cloud icon will appear for straming or downloading options.
You may select to remove to the recycle bin when prompted to have space.

I have to add, for future readers, that I spoke to an Apple Support Tech and he explained that "streaming" only works on iOS devices. Your Mac is a "hub" that will only play what's on your hard drive and apparently maintains your iTunes library, although I think the library can be managed from an iOS device (I don't own any yet). He wasn't very clear on what streaming meant - I gathered that the song is actually downloaded from the cloud onto your iThing then played. I'm comfortable that it all works as planned, but Apple hasn't achieved perfect clarity in communicating the process to its customers.
P.S. I wondered why my "Purchased" list had become so short, and apparently it gets truncated for whatever reason but can be refreshed by loading Purchased History. Apple MAY have made it possible, with the advent of the cloud, to re-downloaded anything you originally purchased from the iTunes story. Historically, they wouldn't allow it, but they let me do it when I told them some of the songs had vanished from my hard drive.

That is incorrect, your Mac will display all the songs in your library regardless of location, if you play a song in your library but not on your local machine it will be streamed to your Mac, it will then be saved on your Mac. You can elect to display only the songs that are on your local machine and thus only play them but it is an option for you to choose:
You must have iTunes Match enabled of course.
