Try to restore "as new iphone" without any other apps installed than the default ones. If the problem persists, get it serviced.

I want to thank you for your suggestions, which by the way lead me to my own solution! I simply rebooted the iPhone and that fixed it. Here's how for those who may need it any time an app is not behaving as it should.

PS: I feel ambarrassed for not doing this to begin with, even though I was explaining to my friend, it's probably some app that is interrupting during the process, duhhhh! Reset dumb a__!
I'm a 30+ year veteran of the Electronics/IT industry, I SHOULD know better!
I can install, comfigure, maintain, and repair a million dollar system, but can't think of this simple task!

After stuffing around a bit, have found that downloading any of the camera apps seems to fix the problem. I got Camera+ and the flash works fine and the photos are so much better somehow.
