no, i had never create an iColud account..

That is why you can't login, you don't have an account.

You can sign up for iCloud on an iPhone, iPad, or iPod touch with iOS 5 or later, or through System Preferences on a Mac with OS X Lion v10.7.2 or later. Just follow the setup instructions for your iOS device or Mac.

Note: You may need to verify the email address that you use for your Apple ID. See Frequently Asked Questions About Apple ID for more information.

Have you tried this yet? Go to System Preferences>iCloud and follow the procedure to establish an iCloud account!

I also cannot active my iCloud on my Mac. And when I try doing like you said, my iCloud also cannot be active. And here is my situation: I bought an old Mac from a shop. And when I install Mavericks OSX on this Mac, I use my Apple ID that I created earlier. A notification message about iCloud cannot active now (at the time I install OS) and it recommend me try later appears,OK and I continue to set up my Mac. Everything seems to be done. However, when I go to System Preferences > iCloud, I still cannot use my Apple ID to active iCloud. I contacted Apple support but he/she said that I should wait, because my Apple ID is ok, I can use it to log in to iCloud.com.

The shop owner said that this Mac is used to create another iCloud ID, and it reached the limitation to use more other Apple ID. Is it right? If yes, how can I use my Apple ID to sync my data or get/purchase other apps in AppStore @@. It is very terrible.

    Someone can help me, plz???

Thank you for reading my issues.
