Are you using iTunes 10.7? I would not do it over the air.

Are you using a jailbroken device? There are usually hidden settings on those devices. You can try using the program "Tiny Umbrella" (found via google or at idownloadblog.com) to remove the Cydia setting and then restore.

I would not recommend tiny umbrella, as it corrupts the network settings on your computer, so later, when you want to update some other iOS device the update will fail to activate the device until you fix your network tables. And certainly don't use it if your phone is not jailbroken.

I'll take the high road and assume that it isn't jailbroken, however; this is Apple's explanation of that error: http://support.apple.com/kb/TS3694#error1

Note that this error (assuming not jailbroken) usually means that your antivirus or firewall is blocking the update, so try disabling them.

I only recommended it to reset any Cydia setting to allow the user to restore the device.

All my network settings and updates work just fine. I am unaware of any issues resulting from the use of tiny umbrella, but thank you for your advice.
