Turn off Extensions in Safari > Preferences > Extensions. Quit and relaunch Safari to test.
If it's not an extensions issue, back to Safari > Preferences. Select the Security tab.
Deselect: Enable plug ins
Quit and relaunch Safari to test.
If that helped, there are one or more Safari unsupported add ons installed that were compatible with Lion and a prior version of Safari but not Mountain Lion.

And if it applies, try temporarily disabling anti virus software.

Extensions: Sadly, they were already off, not that I actually have any installed.
Plugins: This did not help either.

Ok, here we go.
Step 1: I didn't have any issues with Safari on a guest account. Interesting...
Step 2: Safe Mode made no difference.
Also of note, after rebooting after the Safe Mode test, Safari worked fine for a few minutes on my regular login account, THEN started to slow down and bog down a lot. Even after quiting, restarting the computer, etc, Safari hangs upon opening again.
