I have a 4s and Siri is notorious for this at least in my world. Here is how I normally "fix" this issue. With the phone unlocked, if you will double click the center button it will bring up your open program icons. Tap and hold one of icons until the "-" minus signs appear above them. Press all of those minus signs until there are no more icons. Then try Siri again. I think you will see that she is working again.

Maybe she just can't understand your language. You could change her languages in the Settings app and you could also do voice recognitions. Or you just need to go to a place where there's faster wifi. It also depends on the speaker, which is you.

Close all running programs totally worked! It was almost to simple to be true!
