I just upgraded to Mountain Lion from Snow Leopard and cannot find my user Library. In Snow Leopard I could get to my personal preferences and my Safari bookmarks but I cannot find user/Library in Mountain Lion.
Can anyone help?
This Library is now hidden by default. You can get to it via
Finder > Go > Go to Folder...
Finder > Go, hold option key and selecting Library from the Go menu.
Once you reveal it, you may want to drag it to your Finder Sidebar for easy access.

Guys, one more thing. Now I do not know if my user/library is being backed up via TimeMachine because it does not show. How do I insure that it gets backed up?
It gets backed up. Everything does in Time Machine.
To verify - open the Library folder and enter Time Machine. You can then see all the backed up versions of that folder.
You might want to un-hide the user Library folder. You can do that in Terminal:
chflags nohidden ~/Library
