It's specifically for a Mac, but a MacBook and not a PowerBook.
The OS Requirements are Mac OS X 10.6
Your PowerBook wont run Mac OS X 10.6, so I assume you have Mac OS X 10.5.8
As it's backward compatible and your running it on a unsupported Mac, I would assume it to default to USB 2.0.

Just looking at your screen shot here, is your external drive you have connected to this PCI USB 3.0 Card compatible with USB 3.0? If the drive is USB 2.0 compliment then it wont matter what USB port you have, it will always run at USB 2.0.
Just thought it was worth asking

No, Is the USB external drive a USB 3.0 device?
If it's not then it will only run at whatever the device is.
For example, you plug a USB 2.0 device into a USB 3.0 port, it will only run at USB 2.0 speed.
