Basics from the User Guide are restart, reset, restore from backup, restore as NEW. Try these in succession until your problem is solved.

Hey i am having a major issue with this too. Is there an easier way than what gdgmacguy suggested? Idk how to do that.
Ps i uninstalled and reinstalled the app twice and the problem is still there

Hey i fixed it!! I just held down the top button and the home button. I think thats called restoring it or whatever, i dont even know, but its fixed!!!

Hold the home screen button and the top button until the screen goes black, then comes back on with the apple sign. After it finish loading back up, try it again. I had the same problem and completing this method worked for me.

I know it works, but the problem is u can't get that moment back! They have to fix this bug.

I've been dealing with this issue for seemingly forever. No, resetting your phone twice a day just for Instagram isn't a feasible solution for me unfortunately, and they really need to do something about it.
I've rest my phone to factory settings and restored from backup, which didn't resolve the issue.
I have considered resetting my phone completely and not restoring from backup, but is it really worth all that hassle just for Instagram? I don't know.
