Q: Passbook won't work. When it's opened it's just a button for App Store that's it?

You have to have a passbook supported app on your phone to use passbook. Go to the appstore tap featured, scroll to the right until you see passbook apps, tap it and see if there is one you need or use. then download and register for that app.

When you get the app and register, it should give a pop up to add to passbook, tap yes and it will be in passbook for you to use then.
