    Ain't gonna happen.

Have you restored your phone as a NEW device (not from backup) as recommended in the User Guide?  What happens when you restore as NEW, but before you add any apps back?

i just found out a solution. Turn on Wifi. Choose your  wifi network, then click the arrow on the right side, then on the lowest portion where you can see Off-Manual-Auto, choose Auto..

In IOS 6.0x I found that blocking apple.com would cause the ipod to hop or attempt to hop to other wifi access nodes, and if not allowed on, go offline.

Unblocking apple caused it to stay connected to a wifi and blocking apple caused it to jump off.

I block apple on my hotspot to conserve bandwidth. The ipod would attempt to connect to 6 or so IP addresses, akadns and apple com to phone home and download unknown items.

Not good if you have limits on the bits per month.

After IOS 6.1 was installed it would stay on a wifi that blocks apple. However it will still attempt connections to apple websites.

When off while using an RF detectir I find the ipods will beacon on wifi band every few minutes.

I have not  been able to determine what it is sending.
