I have exactly the same problem. I can choose to send from @me.com or @iCloud.com under properties in my iCloud account (online). Both mails are sent correctly but I am not able to receive mails sent to @icloud.com. I read the help link and it doesn't answer to my problem. I am able to send e-mails using my @icloud email, but people can not reply to my adress. they receive an error :

Oct 10, 2012 5:44 AM in response to simointby snowblind_11,Pretty much the article says everything is loaded and it is showing up in everyone's icloud BUT the main power switch is not on and they will be sending out a email when eveything goes completely live and you can use the new email. so for now the @icloud is not completely working.
