Try logging on to http://appleid.apple.com
Go to manage
type in your password
Left pane is "Edit your Apple ID"
click on password and security
Change the security question

Click iTunes, Click iTunes Store, Click Account management, Click Lost or Forgotten Apple ID Password (this includes issues about security questions)
Select one of the options Talk to Apple Support Now or Call Apple Support Later or Schedule a Call. BY NO MEANS YOU CONTACT THE SECURITY TEAM BY EMAIL. THEY MUST BE CONTACTED BY TELEPHONE ONLY.
