Was the device officially unlocked or hacked to unlock?
If it was hacked to unlock, upgrading the iOS has relocked it to the official carrier.

The phone was undoubtedly hacked to unlock it. The iPhone is not available for legitimate sale in Iran and it is illegal to sell to anyone intending to take or send it there.

You can try putting it in dfu mode and restoring it.
