Does your modem have a battery? - if it does then you have to unplug the modem, pull and replace the battery and plug it back in - wait until it completly boots and then power-up the Express - if this doesn't work, what is the light on the Express doing? - and you should be able to check the Express by plugging the laptop into the ethernet port and opening the AU - it will tell you what errors are showing.

Well, one of those faceplam moments. I did everything the same way this time. The only difference is that I guess I wasn't waiting until the modem booted up entirely before booting up the airport. Now everything is working fine. Thanks for your help.
