I have the same problem since I updated to 10.8.2. Right after the update the VPN service was turned off. Turning it on again had no effect.
Also tried various things, checked all the ports, checked the shared key, changed it, tried different users – no change.

Update: I got it working. Unfortunately I can't say what exactly the problem was. I restarted the server machine, I installed Server v2.1.1 and changed the shared key.
Now I can connect internally and externally.

Yes, that helped me too. Restarted machnine, changed the shared key. restarted VPN, then changed the shared key back to what it was and restarted again. Works now (very strange though!)

I had the same issue:
The L2TP-VPN server did not respond. Try reconnecting. If the problem continues, verify your settings and contact your Administrator.
PPTP was connecting from a PC without problem but trying to use L2TP (IPSec) from an iMac gave the above message. I resolved this by:
I went into Server > VPN and turned the service off for 30 seconds and turned it back on, all working.
The wonder of OSX Server. Lots of buggy problems.
