Make sure the connections on each end of the cable and nice and snug? If possible, try using another available USB port, preferably a high powered 2.0 one on the back of the PC located directly on the PC's motherboard. 

Are any other USB devices connected? If so, remove each them and reboot your PC. Then reconnect your Shuffle to see if that makes any difference.

Lastly, try resetting the Shuffle while it is still connected.

Well it still wouldn't hurt to try another cable if at all possible. 

Otherwise, does the Shuffle connect with iTunes properly on another PC or Mac running iTunes?

Good to know that you have already tried purchasing new cables!  Does the iPod otherwise operate as you would expect. In other words, can you still listen to music on the Shuffle?

How long have you left the iPod to charge? Do you have an Apple Store nearby?  If so, I would schedule an appointment with their Genius Bar to have them confirm whether or not you have a hardware issue with the Shuffle.
