In the Language and Text system preferences you can drag the Arabic language to the top of the Language list and have the system run in it. Starting with version 10.7, Apple fully localized OS X to Arabic so all aspects of the OS (menus, services, and built-in programs) should have Arabic translations if you enable this as the primary language.
Third-party applications may not support Arabic, in which case their content will display as the next available language that you have in the Languages list for which they have support.
I looked in the version 10.7 if the change in arabic language display the microsoft ooffice 2011 is stop to work and not respond
For problems with MS Office you need to ask in the forums run by that company
