No, there is no way for you to change your apps like that.  The only thing you can do is download new versions (or updates) from the makers of the plug-ins.  Some are provided free; some require a purchase.  Each company should provide information regarding upgrading to 64-bit versions.

Many users of Aperture 3 report much less need for Photoshop -- some who used to rely on it use it hardly at all.  Prior to upgrading CS2 you should familiarize yourself with the extent of Aperture's abilities, and also look into replacing CS2 as an external editor with a less-expensive alternative.  PS Elements, Pixelmator, and GIMP are regularly mentioned here as usable alternatives.

You have to look at the manufacturer's web site, if there are recent updates to 64 bit. For some plug-ins recent updates have been available. But you cannot turn a 32-bit plug-in into a 64-bit plug-in by setting an option. It needs to be compiled differently for a different architecture.

To be used with Aperture 3.4.1 in Mt. Lion your plug-ins will also need to be compatible with sand-boxing, the new security feature, see:

Aperture 3.4 and later: Some third-party plug-ins are no longer compatible
