You should be able to find your iCloud Notes in Lion's Mail. To create a new note, just click the Note button on the Mails toolbar, or select File > New Note (Control-Command-N) from Mail's menu bar. This opens a New Note window. Show your Mail folders and you should see a Notes folder. If you don't, create a new one and your iCloud Notes should populate.
Sorry for the above, misread your question. Are you saying you can't check Mail in System Preferences/iCloud?

Notes written on my iPhone do not appear on my Macs and vice versa. When clicking on the Notes app on the Macs, I get a notice that it cannot update to iCloud due to a problem with my iCloud Account, "please see iCloud in System Preferences". In iCloud in System Preferences, Notes is already ticked. I noticed that Mail isn't and I can't tick it - it says, set up iCloud in Mail Preferences, which I have long ago. I wondered if it was something to do with the fact that Notes were previously a part of Mail on the Macs, but this might not be relevant.
I have no idea what the problem with my iCloud account is as I have checked username & password and they are the same on my Macs and on my 'phone. Mail is updating e-mails correctly.
