Downloads is a special folder - it is best not to delete special folders from Home folders etc. You should be able to drag a normal Downloads folder to the Dock if necessary.
Why not change your normal downloads location to another folder (via Safari) - I download to my Desktop but you can choose any folder. This should enable you to find your downloads.
You could create a new account.

I didn't delete anything from anywhere, it just stopped showing me my downloads randomly. I could start downloading things to a different spot, but this doesn't fix the problem that I cannot view what I have in my downloads folder up to now. I essentially have no downloads folder anymore, and I would really like it back! I've tried moving it to a different location, but it just comes up as a blank document with that same message when you try and open it.

Try repairing disk permissions.
What Mac and OS do you have this problem with?
What does Get Info say for your Downloads folder.

I noticed it has Terminal set to open documents, I changed this to preview, and still nothing shows up in my downloads folder in the finder, but when I double clicked on the folder all of my downloads came up in one Preview slideshow. At least I can see them now, but it still doesn't fix my problem. How do you repair disk permissions?

Did you know you are on the wrong forum? Please try and use the correct forum in future as it normally results in a faster fix for problems.
Open Terminal and paste the following:
xattr -d com.apple.FinderInfo ~/Downloads
