Back up for  iPhoto and memory running out...help

My wife is a photo hound. Up to 23,000 photos. We have a back up hard drive on our Mac. The problem is we are running out of room. What is the best way to handle this situation? I been told to buy another hard drive and drag the entire iPhoto file onto the hard drive, then delete the folder on the Mac, thus clearing out space. If that's the way to go, what if that drive crashes? Do we lose all the photos? Does anybody have any ideas on how to handle all the photos in a safe way but could clear out spac?

iMac, OS X Mountain Lion (10.8.2)
