As Per link I posted on PMU (If you click on PMU above)
For you model do:
- If the computer is on, turn it off.
- Reset the power manager by simultaneously pressing and then releasing Shift-Control-Option-Power on the keyboard. Do not press the fn (Function) key while using this combination of keystrokes.
- Wait 5 seconds.
- Press the Power button to restart the iBook computer.

If not then yes the battery must be flat.

Taking the battery off, unplugging it and pressing the power button for five seconds.
Then put only the power adapter into the iBook and power it on.
Let me know if it powers on or not.

Have you updated anything like the memory?
This maybe a problem with the power adapter. Is this a genuine apple adapter or a third party replacement?
Try another power adapter if you can. Check to see if this power adapter charges your battery, by connecting the battery to the iBook, Plug in the charger and then press the battery button on the battery. If any of light blinks, then it's charging. If it's not blinking then it's not charging the battery. This could be a fault with the DC Inboard or the power adapter. Would strongly suggest testing the power supply with another one first.
