Try restoring in iTunes. You may also try to extract your contacts from an iTunes backup, using a 3rd party software like iPhone Backup Extractor. Also, you might have your contacts in Gmail or other contacts manager, try to check then just sync them back. ;)
Software is volitile and imperfect by nature. If you do not backup your own information it's not a matter of "if" but "when" you will lose your information. This goes with all software and digital data. Nothing that isloates this to Apple.

That Contacts are from your local account? (OSX Contacts App or Outlook)?
That Contacts are from iCloud?
That Contacts are from your Gmail Account?
Did you backed up your iPhone before you updated?
