Mine was working again after I had "Reset All Settings".

Oct 29, 2012 9:18 AM in response to Rob Weinbergby grizzlywingle,I am seeing this problem with ipads still running ios 5 or the first generation ipads. seem with ios6 the apps are upgraded to work with ios 6 and has not been syncing with devices on ios 5 or lower. another way to get us to keep buying newer products. udate all your apps then reset all setting in general and this has fixed my problem with ios 5 1st generation ipad

Oct 30, 2012 12:18 PM in response to Rob Weinbergby OldHoya,I find iCloud pretty useless. Pages document updates on my iPad and the overall iPad backup happen maybe every few days if at all. I have reset everything and tried every suggestion i found on the boards. And that does NOT change anything. I now just backup to Box.com and Dropbox because I can do it whenever I want (unlike iCloud) and they are reliable (unlike iCloud) and professionally supported (unlike iCloud).
What I resent most is the total lack of information. Apple must know that iCloud is not ready for prime time but they make the devices and apps depend on it and don't level with users about server side inadequacy or offer any useful solutions. The pat on the head, training wheels approach of Apple support pages border on insult.

I have the same problem as yours and here is how i solved it :
1. Make sure your Pages, NUmbers, Keynote in : Setting > Use iCloud > ON
2. The same in your iPad iCloud : Setting > iCloud > Documents & Data > ON
3. Then, go to Setting > General > Reset > Reset All Settings
(This will take a few seconds and eventually your iPad setting will back to default, like Wallpaper back to original, but don't worry, most of your apps and data is still there.)
Then you are good to go. I came back from dinner just now, and now all my keynotes docs is sync with iCloud =)

However, I already tried exactly that several times.
Updating of Pages docs and the iPad backup take place when iCloud feels like it which can be after 3-5 days. A reset or renaming a file or editing a file does not force an immediate update to iCloud.
I could accept the passive nature of the link between my iPad and iCloud if iCloud deigned to accept updates each time but it does not. If I do a doc in Pages I immediately upload it to Box.com. Like DropBox and Google Docs, it let's me update when I want and it lets my synced apps do so every time. The problem is iCloud.

I have not seen any sync delay, maybe a few minutes (like 2 or 3 mins); but nothing like 3-5 days. My thinking is that iCloud is designed to update with any change as quickly as possible.
OldHoya - I understand that it is not working for you. One thing you mention is the iPad backup to iCloud. The only thing I probably have different than your setup is that I happen to backup to my local computer, for all my iDevices.
Other than that, for iCloud, for me, it has worked quickly and well.

Using 10.8.2 on my mac, IOS 6 on my iphone 5. Won't sync in either direction. When I open the icloud window under, e.g. Pages, I see the files that synced previously. I also see the new ones I composed on the mac with a cloud icon next to each that says "waiting". This is after hours on a high speed wifi and internet connection. Calendar events are syncing just fine, as is mail. It's just the iWork docs.
Did you figure out a fix? Did you hear from Apple? I've got a Genius bar appointment in a few days.

Nov 4, 2012 8:32 AM in response to Raja Hornsteinby Santarelli,I was able to fix the problem by restoring my iPad back to factory defaults and then downloading Pages, Notes, and Keynote from the app store again. It was a pain uploading all of the apps back toy iPad again but everything seems to be working fine. Good luck

Nov 11, 2012 3:05 PM in response to Rob Weinbergby john daniels,iCloud dysfunction is quite deep, and I doubt will respond to resets of any sort. I note that if I create and save a Pages document in iCloud, it appears in ~User>Library>Mobiledocuments>com~apple~Pages but is not transfered to the iCloud web site. Thus, I presume no IOS device (mine included) can find the document.
Apple you should acknowledge this and fix it.

Nov 14, 2012 2:55 AM in response to john danielsby Arenite,Same problem. Latest OS and updates on all devices. iOS and OSX seem to be syncing to different iClouds... even though it's the same account.
I wish they would fix this already. I really need the functionality for moving files around for uni.
