If youold phone is an iPhone, then you just sync the contacts from whatever contact manager or cloud service you were syncing them to with the old iPhone. The iPhone does not store any data at all on the SIM.

Otherwise you would have to either find 3rd party software to extract the contacts from the old SIM card, or try cutting it down to fit in your phone (which risks damaging the old card and losing your contacts).
