User troubleshooting steps are power off/on, reset holding the sleep/wake and home buttons together until you see the Apple logo and then release, restore from backup, restore as a new device or not from a backup. Looks like you did the power off/on, next is a reset.

I am now attempting my FOURTH, yes FOURTH restore. BLAH! I took my phone to the genius bar and apparently this is a software issue. They said sometimes when your phone is trying to download data in an area where there is not a strong signal, it will download bad data. SO.. you have to restore to original factory settings and start over. no restoring to backup. I did do thiat the last time and this weekend the problems started up again. if it happens again, I want a new phone. WHAT A PAIN!
