This is not possible in iMovie. You can rotate in increments of 90 degrees but not fine amounts in between.
Final Cut Pro X will do this.

Solved the problem by downloading TransformMovie available from App Store for £6.99. Software works slowly but well with 360 º increments.

Maybe it has 360 1 degree increments?

As I intimated in my reply I have used the software and rotated different images all with different degrees of rotation . Obviously I meant 360º by 1º increments. Turning the image 360º would be pointless.Should have worded my reply in more simple terms " with 360 increments of one degree "
