Double tap the home button to bring up the bottom, swipe left to right on the bottom, hit the left circle arrow with the lock in the middle to unlock it.

Settings > General > Use Side Switch to: check Lock Rotation.  However, there are some apps that will not rotate and remain in the Portrait orientation at all times.

Some photos will not rotate or all will not?  Pepending on how the photos were taken and then sent, some do not rotate and will just keep turning around to the same orientation independent of the iPad.

Have you tried a soft reset/reboot - hold both the power and home buttons until the apple logo appears and it restarts, ignoring the red slider?  That often clears system hangs.

it shows the lock sign is opened. But still the photos are not rotating.

So what does this mean exactly? Are you seeing the lock icon in the upper right corner of the screen or aren't you? You don't see an open lock if the screen is unlocked. You only see a lock icon if the screen is in fact locked.
