Why is the movie "Dogs of War" only available for rental on the American site. it is however available for rental and purchase on the Canadian and British sites?

Because whomever owns the distribution rights to the movie in these countries has decided to allow itunes to do this.
Apple cannot offer anything without the owners permission.
