Head to System Preferences > Security, set Gatekeeper to Anywhere,
Download the free LibreOffice, do whatever and make PDF's to your hearts content.

Keep trying. The newer Preview has a slightly different behaviour, but it has virtually the same capabilties. Drag new pages onto an existing thumbnail to add a page. Use the "Contact sheet" view to see all pages and rearrange them.

I've tried all night. It still won't budge.
Perhaps I was remembering wrong. It may have changed since Lion, which was itself a big change. You have to expand the pages in Thumbnails or the Contact Sheet. Then you can drag new or pages in.
Here is where I am dragging a new file (Sterne & Leach) between pages 1 and 2 of an existing file (Humphreys):
After releasing, I have new content after page 1 of Humphreys.
