I had this same error. What seemed to be the issue was that I had litteraly a disk error. My external hard drive (where my iTunes Library was stored) had had some issues. I disconnected it, reconnected it, then let it go though the fixing process it had. When that was done, the iTunes downloads started right up. Maybe that is your issue too?
