I tried switching my debit card connected to my iTunes, but it says my credit card information does not match my bank's records?

I tried switching my debit card connected to my Itunes to a new one i just got. but it tells me "your credit card information does not match your banks records. please enter a U.S credit card and matching billing address." I re-entered my credit card number countless times and made sure it was all right. I also tried on my computer itunes and on my phone.
