Pieter your email outgoing mail server is not functioning properly or you do not have your password and user name entered in your Mail account.
The first issue is on the side of your Mail server. Contact your email provider.
The second issue is at Settings > Mail, Contacts, Calendar > Accounts
Check the entries for your email account. Some outgoing MAil servers indicate that the name and password are optional. Enter them anyway to make sure they are correct.
