I am a little confused by what you are saying. I assume that iTunes is saying that you have 6.4GB of photos but in reality you have no photos at all. Is that correct? Have you tried rebooting the iPad?
Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.

No, i have photos, in my photos on the ipad, i just cant figure how to get them off... I can see them, cant delte them , cant seem to remove them via itunes or iphoto....

Do you have photos in any Photo Streams and/or the Camera Roll? These are not managed with iTunes or iPhoto.

Yes. The photos on my iphone were from photo stream, ive deleteed them and now have no photos on my iphone, but my ipad still has my entire photo library on it, :( i dont think they are camera roll since they werent all taken with my ipad ( not many of them were tbh) but just in case how do i manage them if they are camera roll?

If the photos are in the Camera Roll you will see them there in Camera and the Camera Roll in Photos/Albums. The Camera Roll can be maintained on the device by tapping the edit button or the trash can in the app you are viewing them. You can also remove all photos from the Camera Roll when importing them to a computer with most photo management software.
It sounds like you have an issue I ran into once. As you have already done set iTunes to not sync photos then sync the iPad for the changes to take place. On the iPad open Settings/General/Usage/Photos then swipe sideways on the options to cause the Delete button to appear. Power off the iPad by holding the Sleep button till the Slide to power off option comes up. Restart the iPad by holding the sleep button and check the Photo app. If the photos are still there you will have to Restore the iPad.
