If you are sure that you Airport Express is configured correctly, then you may check with your Internets service provider and ask are they use MAC address filtering and probably limiting number of devices that may connect to the Internet

When you connect the cable from your modem to the WAN port (circle of dots) does the little green light next to the port on the Express light up? - if not then you might have a defective Express.
