Q: Publishing book in other iTunes stores outside US

I'm a first time publisher to iTunes, a textbook, which iTunes Connect tells me is in 4 countries, but not in the other 28 that I applied to.  I followed the other threads on this, and it looks like textbooks were restricted to the US, but from what I'm seeing with my submission, I guess that's been expanded to 4: probably US, Canada, UK, and ?.  Anyone know if there have been any other advancements for getting an iBook in all 32 countries?  I thought I read something about having to create separate contracts, but I don't know how to do that from iTunes Connect, if it's even possible.  Maybe KT knows the latest?
