There is an easier way to do this!! You can do it all yourself and you don't need to call or speak to anyone!
All you need is credit card details MOMENTARILY. You delete them after the 2 minute process and NOTHING IS CHARGED to your card.
First, go into;
Settings,
iTunes & App Store (or apple ID depending on device),
Go to apple ID, then view apple ID and enter ur password,
Then go to payment details an enter your credit card.
Once done this, hit done and done until your back to the settings screen.
Now, go to the apple store and purchase an app, I'm pretty sure it works with free apps but have never tried so I'm not completely sure. If you do purchase an app for say, 99c, it will be charged from your current apple balance and NOT your credit card.
Once the app has downloaded,
Go back into the settings to the apple ID an credit card details.
Now delete all the credit card details and press done until back at settings screen.
You have now unlocked your account. If you want to double check this, try purchasing another app and see if it works :)
You can also check your account balance before
And after to confirm that it's all coming from your account and not your credit card.

Anyway I tried putting credit card info but it said that I have to "use up" my iTunes card load first?! which is around 40 dollars still. So still waiting for solution - I tried to email apple hopefully they respond soon without forcing me to use my credit card

This is quite useless, only device i know that even if you know your user name, password, and access your email, they still cant help you by resetting the security questions via email.
I am glad i changed my Iphone 5 to the new Samsung Galaxy note 2. Thank you Apple for making things hard for accessing your devices, am much happier now that you forced me to use a Samasung, way better and accomodating.
