Depends. If you reset all then yes. If you just reset settings, then no.

will reset all settings let my husband change his apple id and his password / or would he use the reset network settings. Thanks for the help

Then tap Settings > General > Reset > Reset All Settings. This will clear everything in settings of the prior user so he can set it up as a "new" user. No apps are deleted nor is iOS. However, apps you have purchased under your Apple ID will not be upgradeable under his Apple ID. They will continue to work, however. If you have your own separate device, then each of you needs a separate Apple ID or you will be getting each other's mail, iCloud syncs, etc. If you use the same computer you should each have your own separate user account.
