No, Mac OS X will not boot from a FAT(anything) partition on any hardware (neither an Apple Mac, nor a generic Windows PC).
No, Mac OS X will not boot on a generic Windows PC, even if you managed to create an HFS+ file system, and GUID partition map on the boot disk.
Mac OS X is designed to boot on Apple Macintosh computers. Macs do not have the same firmware BIOS as a generic Window PC, and the generic Windows PC BIOS does not know how to properly boot Mac OS X, no matter what kind of file system you manage to copy Mac OS X into.
Finally, Mac OS X is only licenced to run on Apple Macintosh computers.
