Look for yourself. You can open the .xml file with a text editor. You can make a copy of it first and open that copy just to be safe. At the end of mine there is a string

no it doesnt, so for whatever reason it is not updating propely.

I recognize elements but it doesn't look like mine. The date isn't too far off though which suggests it has been recently changed.
Are you sure you are looking in the right place? You haven't moved your library and forgotten it?
I haven't seen this before so I'm at the limit of where I can help, sorry.
Which xml file are you opening and which is TuneUp using?
If the library is in default location of <User's Music>/iTunes the active xml file should be:
<User's Music>/iTunes/iTunes Music Library.xml
If the library is located elsewhere the active file will be:
<Library Folder>/iTunes Library.xml
3rd party software may not always detect and access the correct file.
The only reason i have a different path is because i rebuilt my library a few times to see if i could solve the issue.
"New" (assuming that the issue you see in the location) is just the folder where the library, xml, and media files sit. using spotlight i can only find the one iTunes Library.xml file on my machine.
i am checking with tuneup to see if they can tell me how to find out where the app is looking for the xml file. will keep you posted.
That asside i have compared my XML file with a friends and mine still seems to be missing all the media data. After the line <dict> he has listed all the data, file names albums names etc etc etc. mine contains none of that. so who would itunes create that in his file but not mine!
