If you want them all on your iPad at the same time then probably not - some of the capacity is taken up the operating system and the built-in apps, so on a 16 gig iPad you have something like 13 gig available. I have a 55 minute standard definition TV show that is 640 meg, so 20 of them would fill the iPad.
Apart from getting a larger iPad there are some wifi-enabled external drives now on the market that allow you to stream videos content to an iPad (so you wouldn't have to store them all on the iPad)

I have a 16 gigabyte black iPad 2 and have 11 tv shows, 20 songs, and 55 apps several of which take over 1 gb of space and room to spare. So I think that if you don't mind leaving a couple apps and tv shows off, 16 gb should be enough but if you have the money, go for 32 gb.
