Recovering Deleted Email Account

A friend has deleted an email account he had synced into iCoud, and wants it back now.  I tried rolling back his machine with Time Machine, but the account failed to reappear.  I had WiFi turned off so there's not chance that iCloud suddenty deleted it on login.  Any idea if this data can be recovered?

    Re-enter the account, if it is an iCloud account the content will re-appear.

    It's an Imap account, delete the server and you delete the client.

    Storing the content locally in Mail (for an Imap or Exchange account) is a user option, so If is the correct word.
