iPhones sold in Saudi Arabia and several other countries have FaceTime disabled.

    This CANNOT be changed.

Depends on source of iPhone. If purchased from Apple or

authorized retailer, FaceTime will be unavailable. If purchased

frrom gray market source, FaceTime may be on the iPhone and

may work for a time. Updates to iOs or restoring iPhone may

wipe out FaceTime, and may cause other problems if iPhone had

    been previously hacked/modified/jailbroken.

In what store/from which cellular provider did you purchase this

iPhone in Qatar? What does it say when you look at Settings=>General

Until veryrecently, Qatar was listed as one of the countries that banned facetime along with KSA and UAE. I see no, looking at the list, that Qatar no longer carries the note that facetime is not available.

It is possible that updating iOS may enable it now, but I have nothing to base that on other than supposition.
